This directive clarifies that visual speed estimation alone is not sufficient probable cause for a traffic stop if the sole purpose is to educate or warn a driver. Such stops will not be prosecuted by the San Andreas Justice Department (SAJD). However, visual speed can be used as a preliminary basis for a stop when tied to other valid objectives, such as identifying suspects or responding to BOLOs. Law enforcement must establish additional probable cause to extend the stop, and agencies are expected to ensure compliance through training and monitoring.
